Development of Health services in the North Cotswolds
Primary Care Trust (PCT) Board members today approved an outline business case which sets out exciting plans for the development of health services in the North Cotswolds.
Under the plans, care will be provided in, or as close to home as possible, where it is safe and appropriate to do so. Where buildings are required they will be state of the art facilities fit for modern healthcare.
In Moreton-in-Marsh, a new health campus will include inpatient services, diagnostic facilities such as x-ray, along with a Minor Injury Unit and outpatient services.
The PCT is looking at ways of increasing the range of outpatient clinics, offering health and well-being support, new day care procedures and mobile services. The plans also include replacements for White House and Mann Cottage GP surgeries.
The PCT and local GPs are reviewing the short-listed site options that were selected following public consultation. They include:
·        2 sites on either side of the Fosseway as you approach Moreton-in-Marsh from the South
·        A site near the current hospital on the Evesham Road (near the Caravan site) 
·       The Fire College Site is also a reserve option (although it did not score as highly as the other 3 options above).
An assessment is underway to test which site will be the best one when account is taken of issues such as planning matters, impact on the environment, access for patients, impact on highways, flooding and financial issues and risks.
It is expected that the work will be completed in the next few months.
In Bourton-on-the-Water, a wide range of outpatient services will be provided, community beds will be available and there will be a local base for the community health and social care team.
As well as providing care in people’s own homes and local GP surgeries, services will be provided from two
sites in Bourton-on-the-Water:
There will be a community facility located on part of the current hospital site. This facility will provide a wide range of outpatient services to patients including medicine, surgery, dermatology and therapy.
The facility will also be a base for the local community health and social care team. The team, including nurses, occupational therapists, physiotherapists and rehabilitation assistants, will play a key role in supporting people to regain their independence, providing care and support in people’s own homes and also providing in-reach to patients in the local intermediate care unit.
As part of maintaining services to meet the needs of patients in the North Cotswolds, a new modern intermediate care unit would be provided with 10 local community beds on another site in Bourton-on-the-Water. It will support specialist, intensive therapy services.
The unit would be a separate, but linked part of a larger community care centre and would ensure that care is provided in an environment that can achieve the highest standards of privacy and dignity. This includes individual rooms and care provided in a ‘home like’ environment.  
The centre would be run by a not-for-profit care provider and it is hoped that the site can be confirmed soon after further discussion with community partners and taking into account commercial confidentiality.
Local NHS staff will continue to be involved in the development of services to make best use of their experience, skills and knowledge.
Chairman of the Moreton District Hospital League of Friends, David Glaisyer said:
This is a positive step forward for the people of the North Cotswolds and we are pleased to be working in partnership with the Primary Care Trust. The local community is really keen to see things proceed as quickly as practical and we will do all we can to help.
Chairman of The Friends of Moore Cottage Hospital, Bourton-on-the-Water, Philip Winter said:
We have had to accept that patients who need ‘semi acute’ treatment are sent to Moreton Hospital. However, the PCT has made the changes in accordance with government policy, with the emphasis on care in the community. We have also retained our outpatient services, which in fact are being increased.”“The Friends of The Moore Cottage Hospital are now focussing on supporting the PCT in a different way. Our aim is to ensure that local people are helped in the Intermediate Care Unit and in the community.”
“We will continue to support the PCT to ensure that local people have the best service possible in these changing times.”

Chief Executive of Gloucestershire Primary Care Trust, Jan Stubbings said:
The priority is to ensure that services are provided in the best place and in the best way for patients and to make best use of public money. These developments will not lead to a reduction in local services.”
“Over the course of the last year, local staff have been changing their place of work with extra support and relevant training to reflect the changes.”

Staff working from Bourton-on-the-Water are supporting patients in their recovery from periods of serious illness and operations and helping them to regain their independence.
Staff at Moreton-in-Marsh are providing care and treatment for patients who require a higher level of nursing care with medical support.
The NHS is making sure that the right skills and expertise are available in the right place, so that patients in the North Cotswolds continue to have access to a wide range of health services.
